The
French Telecommunications and Posts Regulatory Authority (ARTP), in partnership
with the International Telecommunication Union (ITU), organized a training
session on Low Earth Orbit (LEO) satellites in Dakar. The event brought
together regulators and experts from 22 French-speaking sub-Saharan African
countries, alongside representatives from the ITU, the World Bank, SMART
AFRICA, and senior figures in the electronic communications sector.

In
his opening remarks, ARTP Director General Dahirou Thiam thanked ITU for
selecting Senegal as the host country and emphasized the strategic importance
of LEO constellations in expanding connectivity to rural areas and reducing the
digital divide. He also highlighted regulatory challenges related to radio
spectrum management, digital sovereignty, licensing, and the economic
sustainability of LEO satellite models, calling for enhanced cooperation and
regional harmonization.

The
training, supported by ITU, ARTP, the World Bank, and Smart Africa, aims to
strengthen regulatory capacities and promote a modern, agile framework
conducive to sustainable digital inclusion. ARTP reaffirmed its commitment to
proactive regulation in support of Senegal and Africa’s digital development.
