The
Chair of the Africa Group of Negotiators on Climate Change (AGN), Nana Dr.
Antwi-Boasiako Amoah, has called for a transition from climate finance
commitments to concrete implementation, urging global partners to provide
predictable and accessible funding to support Africa’s climate priorities.
Speaking
at the 12th Session of the Africa Regional Forum on Sustainable Development
(ARFSD-12) in Addis Ababa, Ethiopia, Dr. Amoah said Africa’s primary need is
not additional pledges but the delivery of tangible financial resources to
address key areas including climate adaptation, resilience, loss and damage,
and green industrialisation.

He
stressed that outcomes from major global processes, such as the Fourth
International Conference on Financing for Development and the upcoming COP30,
must translate into financing mechanisms that are grant-based or concessional
in nature, and accessible to African countries.
Dr.
Amoah noted that climate finance should be aligned with national development
priorities, including Nationally Determined Contributions (NDCs), National
Adaptation Plans (NAPs), and investments in critical resilience infrastructure.

He
emphasised that Africa’s position remains focused on implementation, calling
for a more results-driven approach to climate financing that supports
sustainable development across the continent.
The
ARFSD-12, held from April 28 to 30, 2026, brought together policymakers and
stakeholders under the theme “Turning the Tide: Transformative and Coordinated
Actions for the 2030 Agenda and Agenda 2063,” with discussions centred on
accelerating progress toward sustainable development goals in Africa.
