Togo, Luxembourg sign €14 million cybersecurity investment agreement

Togo and Luxembourg have signed a new bilateral cooperation programme that will support investments in cybersecurity, artificial intelligence and digital skills development.

The agreement was signed during an official visit to Togo by Xavier Bettel, Deputy Prime Minister and Minister for Foreign and European Affairs of the Grand Duchy of Luxembourg, as part of ongoing collaboration between the two countries.

The new Togo-Luxembourg Cooperation Programme 2026-2031 represents an investment of €80 million in Togo, with €14 million allocated specifically to the Togo Cyber+ initiative, a flagship project aimed at enhancing the country’s digital resilience and cybersecurity capacity.

Togo’s Minister of Public Sector Efficiency and Digital Transformation, Cina Lawson, said the initiative reflects the country’s commitment to building digital sovereignty by investing in local expertise, research and innovation.

Togo Cyber+ will focus on three key areas: advanced cyber operations, the establishment of a certification centre aligned with international standards, and a research unit dedicated to artificial intelligence and post-quantum cryptography.

The programme aims to train more than 1,000 cybersecurity professionals and contribute to doubling the number of jobs in the cybersecurity sector across Africa.

During the visit, the Luxembourg delegation also visited the Togo AI Lab and the Djanta Tech Hub, where researchers, entrepreneurs and startups are developing digital solutions aimed at addressing local and regional challenges.

Minister Lawson said the engagements demonstrated Togo’s growing capacity to develop and deploy homegrown digital innovations while strengthening partnerships that support the country’s technology ecosystem.
