The Tanzania Communications
Regulatory Authority (TCRA) is on a two-day benchmarking visit to the
Communications Authority of Kenya (CA) to exchange experiences and best
practices in the regulation of satellite communications, with particular focus
on Low Earth Orbit (LEO) satellite services.
Discussions during the visit
are centered on regulatory and licensing frameworks, spectrum management,
compliance mechanisms, and emerging policy considerations for integrating
satellite broadband services into national telecommunications ecosystems.
The engagement comes as
satellite broadband adoption accelerates across Africa, increasing the need for
regional collaboration in shaping regulatory frameworks that are both
nationally responsive and globally coherent.
LEO satellite constellations
operate without regard for national borders, meaning that interference
management is inherently a shared regulatory responsibility. This borderless
nature makes regional benchmarking one of regulators' primary tools for de-risking
national policy decisions while also building the informal channels of
coordination required for cross-border interference management and enforcement.
The benchmarking visit
between the two regulators also reflects the growing importance of sustained
knowledge exchange as a practical path toward regulatory frameworks that can
keep up with the rapidly evolving digital and satellite communications landscape.
As the satellite
communications sector continues to evolve, regional cooperation is expected to
play an increasingly important role in supporting effective regulation,
managing cross-border challenges and enabling the development of coherent
frameworks for emerging satellite technologies.
