ARCEP Gabon advocates for stronger AI regulation and consumer protection

The President of ARCEP Gabon's Regulatory Council, Célestin Kadjidja, has advocated for stronger regulatory capacity, greater transparency, and closer cooperation among
institutions and regulators as artificial intelligence continues to expand.
Kadjidja presented the
Gabonese regulator’s perspective during the panel “AI at Scale: What Leaders
Need to Get Right Now”, held in London as part of the Commonwealth
Telecommunications Organisation’s (CTO) 125th anniversary celebrations from
September 28 to 29, 2026.
The discussion focused on
how regulators can support the deployment of artificial intelligence while
protecting users.
Kadjidja highlighted three
priorities for effective oversight of AI and telecommunications services:
strengthening the skills, data and tools needed for regulatory supervision;
ensuring service transparency, consumer protection and accountability; and
strengthening cooperation among institutions and regulators.
He also proposed the
creation of a Commonwealth working group on AI and telecommunications
regulation.
The proposed working group
would provide a platform for Commonwealth countries to share practical cases
and tools as regulators respond to the development and deployment of artificial
intelligence.
