The Governor of the Central
Bank of Congo, André Wameso, has called for the recommendations from the 2026
Conference of Provincial Entities (CONFEP 2026) to be translated into a clear
roadmap with deadlines, monitoring indicators and defined responsibilities.
CONFEP 2026 ended on October
2, 2026, in Kolwezi after three days of discussions focused on strengthening
the operations of the Central Bank of Congo’s provincial entities and bringing
the institution’s activities closer to realities on the ground.
Wameso said the next step
should be to transform the outcomes of the conference into “concrete,
measurable and sustainable actions,” with each structure concerned assigned
responsibilities and timelines.
The priorities identified
during the conference include strengthening human resources, modernising
infrastructure, improving connectivity and process automation, securing
fiduciary operations, strengthening risk management and improving coordination
between headquarters and provincial entities.
The roadmap is expected to
provide a framework for tracking implementation and measuring progress against
the recommendations emerging from the three days of reflection.
The conference forms part of
the Central Bank of Congo’s 2026-2030 Strategic Plan, which seeks to strengthen
the institution as a modern, credible and innovative central bank that is more
connected to realities on the ground.
The CONFEP 2026 discussions
also focused on the need to strengthen the performance, resilience, innovation
and digitalisation of the BCC’s provincial network.
The Central Bank of Congo
said the conference established that identifying challenges alone is not enough
and that the implementation of recommendations must now be monitored and
measured.
