Zimbabwe’s
Ministry of Information Communication Technology, Postal and Courier Services
(ICTPCS) has been ranked among the top ten best-performing ministries following
the Public Service Performance Contracts and Awards Ceremony officiated by
President Emmerson Mnangagwa.
The
recognition was announced during a ceremony that assessed the performance of
government ministries against set national development targets. Minister of
ICTPCS, Tatenda Mavetera, described the achievement as a reflection of
collective effort rather than individual accomplishment.

She
noted that the ministry’s progress has been driven by key strategic pillars,
including the expansion of digital infrastructure to improve nationwide
connectivity, the enhancement of digital skills to equip citizens for
participation in the global digital economy, and strengthened cybersecurity and
data protection frameworks to safeguard national digital assets.
According
to the minister, the recognition underscores the growing importance of ICT in
Zimbabwe’s socio-economic transformation and positions the country to play a
more competitive role in the global digital landscape.
The
ministry’s performance was supported by its agencies, including the Postal and
Telecommunications Regulatory Authority of Zimbabwe, as well as contributions
from various public and private sector partners.

At
the same event, POTRAZ Director General Dr. Gift Machengete was named runner-up
in the Best CEO category within the regulatory sector, while Barbara Rwodzi
received top honours, becoming the first woman to win the award.
The
government has increasingly emphasized accountability and results-based
management across ministries, with performance contracts serving as a key tool
to track progress and ensure alignment with national priorities.
