Cabo Verde appoints Tech Ambassador, signs membership protocol with Global Institute

Cabo Verde has taken a significant step in advancing its digital diplomacy agenda by signing a Protocol on Membership with the Tech Diplomacy Global Institute, becoming the second country in Africa to appoint a Tech Ambassador.

The agreement was signed in Praia, formalising the country’s commitment to placing technology at the centre of its diplomatic and development strategy. As part of the move, Olavo Correia has been designated as Tech Ambassador, reflecting the government’s intent to actively shape global digital governance frameworks.

The development builds on Cabo Verde’s ongoing investments in digital infrastructure and governance, including initiatives such as TechPark CV, and its positioning as a strategic digital hub connecting Africa, Europe, and Brazil.

For the Tech Diplomacy Global Institute, the agreement represents a milestone in expanding the practice of tech diplomacy, particularly across the Global South, and strengthening countries’ capacity to engage in global digital policy discussions.

Officials indicated that the partnership will support Cabo Verde’s efforts to align technology with national development priorities while contributing to broader regional and international digital governance initiatives.
