Senegal
has appointed Mr. Samba Diouf as its new Minister of Telecommunications and
Digital Affairs, marking a leadership change in the country’s digital
governance and transformation agenda.
Diouf
is a senior digital transformation expert with extensive experience across the
public administration, financial services and telecommunications sectors. His
professional background includes leadership roles in major global technology
companies such as Huawei, IBM, Oracle, Atos and Ericsson, where he was involved
in large-scale digital transformation initiatives.
Over
more than a decade in the industry, he has built expertise in business
development, strategic account management and digital transformation, with a
focus on modernizing public services, improving financial systems and enhancing
the operational efficiency of telecommunications operators.
He
is recognized for his ability to manage complex transformation programmes and
lead high-performing teams across multi-sector environments.
Academically,
Diouf holds a Master’s degree in Physics, a Master’s degree in Communication
and Information Systems Engineering, an Executive MBA in Business Strategy, and
an MBA in Finance.
According
to his professional profile, his experience positions him to drive significant
reforms and accelerate digital development across Senegal’s public and private
sectors.
As
Minister, he is expected to play a central role in advancing Senegal’s digital
transformation agenda, strengthening ICT infrastructure, and supporting
innovation-driven growth within the country’s evolving digital economy.
