The Government of Côte
d’Ivoire has reaffirmed its commitment to building a secure, innovative, and
trusted digital ecosystem as it accelerates the country’s digital
transformation agenda.
Speaking at the opening of
the second edition of the Digital Law Days (JDN) in Abidjan, Minister of
Digital Transition and Technological Innovation Djibril Ouattara said digital
technology has become a strategic driver of national development, economic competitiveness,
public sector modernization, and social inclusion.
Held under the theme “Artificial
Intelligence and Digital Trust: Building a Secure, Ethical and
Rights-Respecting Ecosystem,” the event brought together government officials,
policymakers, legal experts, technology stakeholders, and industry leaders to
discuss the evolving digital landscape and the governance frameworks needed to
support it.
The opening ceremony was
attended by Minister of Trade, Industry and Handicrafts Ibrahim Kalil Konaté,
Secretary General of the Government Charlemagne Dah, representatives from the
Ministry of Justice, and Digital Law Days Commissioner General Bintou Jarvis.
Addressing participants,
Ouattara said the government's objective is to ensure that digital
transformation delivers tangible benefits for citizens by improving public
services, strengthening administrative efficiency, stimulating economic growth,
and creating opportunities for young people.
He noted that the country's
digital strategy is guided by a national roadmap built around seven strategic
pillars and 40 flagship projects designed to accelerate digital development
across multiple sectors.
According to the minister,
the roadmap includes investments in digital infrastructure, modernization of
public services, human capital development, innovation, digital inclusion,
digital trust, and strengthened governance of the digital sector.
Ouattara also highlighted
ongoing legal and regulatory reforms aimed at supporting the country's digital
ambitions. These include the implementation of the 2024 Electronic
Communications Law, measures to strengthen the national cybersecurity
framework, improvements in digital project governance, and continued
development of public digital infrastructure.
He emphasized that building
trust remains fundamental to Côte d’Ivoire’s digital transformation strategy,
particularly as artificial intelligence and other emerging technologies become
increasingly integrated into public administration, business, and everyday
life.
The Digital Law Days serve
as a national platform for dialogue on legal, regulatory, and technological
issues, supporting Côte d’Ivoire's broader ambition to establish a resilient,
ethical, and inclusive digital economy capable of driving sustainable national
development.
