Egypt has launched its
National Electronic Biometric Verification System, marking a major step in the
country’s efforts to build a more secure and trusted digital economy and
establish the foundations for a broader national digital identity ecosystem.
The system was developed
through close coordination between the Ministry of Communications and
Information Technology (MCIT) and the Ministry of Interior, with the National
Telecommunications Regulatory Authority (NTRA), in collaboration with ITIDA,
CyShield and licensed electronic signature providers, establishing the
technical framework for deployment.
The framework enables
licensed telecommunications operators to integrate secure biometric
verification and electronic signatures into their digital channels. Citizens
will increasingly be able to onboard, renew contracts and complete telecom
transactions requiring verified identity remotely through their smartphones,
without visiting a branch.
According to NTRA Chief
Executive Officer Mohamed Shamroukh, the core biometric matching and electronic
verification architecture was designed and developed locally by Egyptian
engineering talent, supporting the country’s efforts to strengthen digital sovereignty
and develop critical digital infrastructure using national capabilities.
The system has also been
developed around security and data-governance principles aimed at protecting
citizens’ identities and biometric data while enabling greater digital
convenience.
Beyond telecommunications,
the initiative is positioned as a building block for Egypt’s wider digital
identity ecosystem, with potential applications across multiple sectors and
government services.
Deployment will begin with
an initial operational phase, with telecommunications operators progressively
activating biometric authentication and electronic signature capabilities
through their mobile applications based on technical readiness.
The launch brings together
digital identity, biometric verification and electronic signatures within
Egypt’s telecommunications ecosystem and is expected to support the country’s
broader digital transformation agenda.
Shamroukh said the
initiative goes beyond digitising an existing process, describing it as an
effort to build trusted digital infrastructure for Egypt’s future with Egyptian
capabilities at its core.
