The Deputy
Data Commissioner of Kenya, Oscar Otieno has stressed the need for responsible
and ethical handling of personal information during the DataFest Africa24
conference hosted by Aga Khan University and Pollicy.
The
event theme "Opportunities for all: Harnessing Data and Technology for
Africa's Transformation" brought together experts to discuss the role of
data and technology in promoting development solutions.
Mr. Otieno
acknowledged the significance of data-driven solutions in addressing complex
challenges in healthcare, agriculture, climate change, and economic growth.
However, he noted the importance of ensuring data processing activities comply
with data protection laws, which are increasingly being enacted by African
countries.
He affirmed
the Office of the Data Protection Commissioner's (ODPC) role in building trust
in the data ecosystem by ensuring organizations handle personal information
responsibly. During a plenary session, the Deputy Commissioner advocated for
the full implementation of data protection laws by individual African countries
to enhance harmonization at a continental level.
He also
acknowledged the challenges in harmonizing data protection laws, citing
different stages of implementation among countries, and suggested adopting
bilateral agreements and leveraging existing economic blocs to facilitate
knowledge exchange and bolster harmonization efforts.
