StarSat's to exit from South Africa's subscription television market following failure to renew licence

On Digital Media (ODM), the company behind StarSat, is set to exit the subscription television market in South Africa, according to a recent press statement issued by the Independent Communications Authority of South Africa (ICASA). This development comes after ODM failed to renew its Individual Broadcasting Service Licence, which expired on July 8, 2023 [no specific document ID cited, as the info comes directly from the user question].

The Independent Communications Authority of South Africa (ICASA) had issued ODM a 15-year licence in 2008, with a requirement to submit a renewal application between 12 and six months prior to the expiry date. Despite reminders, ODM submitted its application late, on November 10, 2023. As a result, ICASA cannot consider the renewal due to legislative and regulatory constraints.

However, ICASA invoked Section 15(2) of the Electronic Communications Act, allowing ODM to continue services temporarily to wind up affairs and protect customers. ICASA requested ODM to provide information on the wind-up timeline, subscriber notification plan, and reasons for the proposed timeline. Unfortunately, ODM failed to respond.

Consequently, ICASA decided that ODM must cease broadcasting services by September 18, 2024, and inform subscribers accordingly. This decision emphasizes the importance of timely licence renewals to ensure uninterrupted communication services for South African citizens.

ICASA urges all licensees to prioritize timely renewal submissions, ensuring South Africans continue to access vital communication services that foster social cohesion, economic growth, and information dissemination.
