The European Union has
launched the pilot phase of the European Legal Gateway Office in India, marking
a new initiative aimed at facilitating structured, safe, and well-informed
migration and mobility between India and EU Member States, particularly within
the information and communications technology (ICT) sector.
The launch ceremony took
place in New Delhi on 18 February 2026, attended by Henna Virkkunen, Executive
Vice-President of the European Commission for Technological Sovereignty,
Security and Democracy, and Dr. S. Jaishankar, India’s Minister of External Affairs.
Representatives from EU Member States also participated in the event.
The European Legal Gateway
Office is the first initiative of its kind established by the European Union in
a partner country. The programme is designed to support Indian students,
researchers, and ICT professionals by providing clear and reliable information
on legal mobility pathways across all 27 EU Member States, including
requirements related to skills recognition and qualifications.
According to the European
Union, the office will also serve as a bridge for EU-based employers and higher
education institutions seeking to engage with Indian talent, reflecting the
growing importance of international skills mobility in addressing workforce
demands and strengthening digital economies.

The European Legal Gateway
Office will operate through three interconnected components: a Gateway Office
based in India, a Support Office within the European Union, and a digital
platform designed as a centralized information hub for work, study, and research
mobility opportunities.
The pilot initiative was
first announced during the 16th EU–India Summit held in New Delhi on 27 January
2026 by Ursula von der Leyen, President of the European Commission. It also
forms part of broader policy frameworks outlined in the Joint Communication on
the new EU–India Strategic Agenda and the Union of Skills Communication.
Speaking at the launch,
Henna Virkkunen emphasized the strategic role of digital competencies in
economic transformation. She noted that the initiative is intended to
strengthen the European Union’s ability to attract global talent while enabling
European companies to access a broader pool of skilled ICT professionals.
Magnus Brunner, European
Commissioner for Internal Affairs and Migration, described the launch as a
milestone in EU–India cooperation. He stated that the office would help connect
Indian ICT talent with employers and academic institutions across EU Member
States, creating new pathways for professional and academic mobility.
The initiative reflects
deepening collaboration between the European Union and India on skills
development, talent exchange, and digital economy partnerships.
