World Bank Group has
emphasized that expanding connectivity alone will not be sufficient to achieve
meaningful digital inclusion, stressing the importance of affordability and
innovation in unlocking the full benefits of digital transformation.
Speaking after engagements
at Mobile World Congress Barcelona 2026, representatives from the World Bank’s
Digital and Artificial Intelligence initiatives said discussions at the global
technology event reinforced the need for policies and partnerships that make
digital tools more accessible and impactful for people and businesses.

A major focus of the
conversations was the affordability of digital devices, particularly
smartphones, which remain a barrier to wider internet adoption in many regions.
Participants explored new approaches to address the challenge, including
innovative financing models and stronger collaboration between governments,
industry stakeholders and development partners to make devices more accessible
to underserved populations.
Officials noted that
improving device affordability could significantly increase digital
participation, particularly in areas where network coverage already exists but
usage remains limited due to cost constraints.
Another emerging theme
during the congress was the growing interest in “small AI,” referring to
practical and cost-effective artificial intelligence solutions designed for
real-world environments, including locations with limited connectivity and
computing resources.
According to the World Bank,
these solutions have the potential to enhance service delivery, improve
productivity and create new employment opportunities, particularly in
developing economies.

The organization also
highlighted the importance of partnerships formed during the event, noting that
continued collaboration between global institutions, governments and technology
companies will be essential to advancing inclusive digital economies.
Mobile World Congress
remains one of the world’s largest gatherings of the telecommunications and
technology industry, bringing together policymakers, technology leaders and
development organizations to discuss the future of digital connectivity and
innovation.
