das Comunicações and the Independent Communications Authority of South Africa
have held bilateral discussions aimed at strengthening regulatory cooperation
between Mozambique and South Africa during the Global Symposium for Regulators
2026 in Ankara, Turkey.
The meeting, held on May 14
on the sidelines of GSR-26, was led by Helena Fernandes and Tshiamo
Maluleka-Disemelo.
According to the two
regulators, discussions focused on enhancing cooperation and exchanging
experiences on major opportunities and challenges affecting the
telecommunications sector in the region.
The delegations reviewed
several strategic regulatory issues, including licensing frameworks and
regulatory models adopted in both countries, with the objective of supporting a
more competitive, inclusive and dynamic telecommunications market.

Key issues discussed
included roaming charges between Mozambique and South Africa,
telecommunications infrastructure sharing, cross-border spectrum coordination,
consumer protection, quality of service and the management of Universal Access
Funds aimed at promoting digital inclusion and expanding telecommunications
access.
The meeting also provided an
opportunity for both regulators to exchange regulatory best practices and
review the existing cooperation agreement between the two countries,
particularly in areas related to digital transformation and emerging
technologies.
Both institutions reiterated
the importance of regional cooperation in driving innovation, improving
telecommunications services and strengthening connectivity across Southern
Africa.
