Senegal’s telecom regulator engages with postal and digital finance operators

The Telecommunications and Posts Regulatory Authority of Senegal (ARTP) has undertaken working visits to key sector operators as part of efforts to strengthen engagement with stakeholders in the country’s regulated telecommunications, postal, and digital financial services sectors.

The Director General of ARTP, Mr Dahirou Thiam, visited the postal operator Paps and electronic money institution Wave Digital Finance on Thursday, May 7, 2026, as part of a broader strategy to reinforce consultative regulation and continuous dialogue with industry players.

During discussions with Paps, stakeholders addressed key challenges facing the postal sector, including the revision of the Postal Code, the integration of informal operators, and the need to adapt the regulatory framework to emerging services such as logistics and e-commerce.

At Wave Digital Finance, discussions focused on the growth of mobile financial services, relationships with telecommunications network operators, and issues relating to fairness, equity, and non-discriminatory access within the digital payments ecosystem.

The institution also raised operational challenges and expectations regarding the evolving regulatory environment for electronic money services in Senegal.

ARTP used the engagements to present its ongoing initiatives, including the digitalisation of postal services and the development of interconnection frameworks aimed at improving efficiency and service delivery across the sector.

The regulator further emphasized the importance of co-regulation as a key approach to addressing emerging issues in the digital economy, particularly in balancing the needs of fintech companies, consumers, and traditional service providers.

ARTP stated that these working visits reflect its commitment to maintaining continuous dialogue with sector actors and fostering a competitive, inclusive, and well-regulated environment for the development of telecommunications, postal, and digital financial services in Senegal.
