The
African Regional Intellectual Property Organization (ARIPO) has opened the 5th
Heads of Intellectual Property Offices Conference in Maseru, Lesotho, bringing
together senior IP officials from member states to discuss the future of
intellectual property administration in the digital era.
The
conference, hosted by the Government of the Kingdom of Lesotho from 18 to 19
May 2026, is being held under the theme “Digital Transformation: Harnessing AI,
Strengthening Governance in IP Offices, and Enhancing Regional IP Cooperation.”

The
High-Level IP Officials Conference (HIPOC2026) provides a platform for Heads of
Intellectual Property Offices across ARIPO member states to deliberate on
emerging trends shaping the global intellectual property landscape.
Key
discussions at the conference are focused on the adoption of artificial
intelligence in IP systems, value creation through AI, and the opportunities
and risks associated with emerging technologies. Participants are also
examining ethical considerations and governance frameworks for AI integration
within IP administration.
Other
priority areas include strengthening institutional resilience, improving
cybersecurity systems, managing disruptions to IP services, enhancing risk
management practices, and building trust in digital IP systems.

Delegates
are also reviewing global developments in intellectual property and assessing
how IP offices can adapt to remain secure, efficient, and inclusive amid rapid
technological change.
Organisers
noted that digital transformation is reshaping innovation, creativity,
business, and public service delivery, making it essential for IP institutions
to evolve into modern and technology-driven systems.
The
conference is expected to strengthen regional cooperation among ARIPO member
states, facilitate knowledge sharing, and support the development of practical
solutions that enhance intellectual property systems for innovators, creators,
and businesses across the region.
