Kenya improves AI policy and regulatory framework to support digital economy growth

Kenya is advancing efforts to establish a comprehensive legislative and policy framework for artificial intelligence as part of its broader digital transformation agenda, according to the State Department of ICT and Digital Economy.

Principal Secretary Eng. John Kipchumba Tanui presented the Ministry’s position on artificial intelligence during a session before the Senate Standing Committee on ICT, which was discussing the legislative framework for AI adoption and ethics in Kenya.

The session, chaired by Senator William Kisang and involving members of the committee, focused on the regulatory, ethical, and developmental considerations surrounding the adoption of artificial intelligence technologies in the country.

During his presentation, Tanui highlighted the National AI and Emerging Technologies Policy as the primary framework guiding the responsible development and deployment of artificial intelligence in Kenya. He noted that the policy also provides direction for other emerging technologies, including blockchain, cloud computing, the Internet of Things, cybersecurity, and data governance.

According to the Ministry, the policy is intended to align technological innovation with Kenya’s broader economic and digital development objectives while ensuring that emerging technologies are deployed responsibly and ethically.

Discussions during the committee session underscored the importance of creating a progressive and predictable regulatory environment that encourages innovation, strengthens public trust, attracts investment, and supports the development of local digital talent.

The engagement also examined strategies for positioning Kenya as a preferred destination for global technology partnerships and large-scale digital infrastructure investments, including hyperscale data centre developments.

Officials noted that the implementation of the National AI Strategy 2025–2030 will play a critical role in supporting Kenya’s ambition to build an inclusive, innovation-driven, and globally competitive digital economy while ensuring that artificial intelligence contributes positively to national development goals.
