Energy Commission and GIZ launch sustainable energy programme for public institutions

The Energy Commission of Ghana, in partnership with the German Agency for International Cooperation (GIZ), has launched the Public Facility Sustainable Energy Action Plan (PF-SEAP) Programme aimed at accelerating the adoption of renewable energy and energy efficiency measures across public institutions.

The initiative seeks to reduce energy waste, lower carbon emissions and support Ghana’s broader energy transition agenda while improving the sustainability of public sector operations.

Speaking at the launch, Acting Executive Secretary of the Energy Commission, Adwoa Serwaa Bondzie, described the programme as a strategic national intervention that aligns with Ghana’s energy transition objectives and international climate commitments.

The PF-SEAP Programme is expected to promote the deployment of energy-efficient technologies, including LED lighting systems, improved cooling technologies and rooftop solar installations within public facilities.

According to officials, the programme offers significant economic and environmental benefits. A projected investment of GH₵10 million in sustainable energy technologies is expected to generate approximately GH₵29 million in total benefits through reduced electricity consumption, lower maintenance costs and extended equipment lifespans.

Johanna Klotz, Head of Cooperation at the German Embassy, noted that the initiative demonstrates the strong financial case for investing in energy efficiency and renewable energy solutions within the public sector.

Board Chairman of the Energy Commission, Prof. John Gartchie Gatsi, described the programme as a transformative step toward integrating energy efficiency into public infrastructure and institutional operations across the country.

Deputy Minister for Energy, Richard Gyan-Mensah, linked the initiative to Ghana’s broader economic development agenda, highlighting its potential contribution to industrial growth and the government's 24-hour economy strategy.

A key outcome of the launch was the establishment of the PF-SEAP Institutional Technical Committee, which brings together representatives from key Ministries, Departments and Agencies, technical institutions and development partners. The committee will be responsible for coordinating implementation efforts, monitoring progress and ensuring accountability throughout the programme.

The PF-SEAP Programme forms part of ongoing efforts to strengthen energy sustainability, improve resource efficiency and support Ghana’s transition to a low-carbon economy.
