The Universal Postal Union (UPU) has delivered a cyber resilience capacity development workshop for the Caribbean postal and logistics sector in French Guiana, focusing on cybersecurity threats facing postal infrastructure and strengthening regional preparedness against cyberattacks.

The POST-ISAC Cyber Resilience Capacity Development Workshop was as part of Caribbean Telecommunications Union (CTU) ICT Week 2026. It was facilitated by Tracy Hackshaw, ICT, Cyber Resilience and Digital Economy Strategist, and Mayssam Sabra, Business Development and Capacity Building specialist, through the UPU’s .POST Business Management Unit.

According to the CTU, the workshop marked the first time the UPU had delivered an intervention of this nature within the French-speaking Caribbean.

The workshop addressed cybersecurity challenges facing postal and logistics infrastructure through practical, sector-specific modules covering critical postal infrastructure, cyberthreat trends, supply-chain attacks, ransomware, advanced AI-enabled threats and social engineering.

Participants also took part in a four-phase tabletop exercise simulating a postal-sector cyberattack, followed by an action-planning session.

The intervention supports the overarching theme of CTU ICT Week 2026, “Advancing Resilience, Inclusion, Cybersecurity and Innovation in Caribbean Digital Development,” and highlights the importance of integrating the postal sector into the region’s wider digital resilience agenda.

The UPU also provided the Joint CTU Executive Council and General Conference of Ministers with an update on its cyber resilience initiatives in the Caribbean, reinforcing the implementation of the UPU–CTU Memorandum of Understanding signed in 2023.

The agreement established a framework for collaboration on digital transformation in Caribbean postal services, including the promotion of .POST as a secure digital environment and the implementation of other UPU initiatives.
