ICASA opens applications for community sound broadcasting service licences

The Independent Communications Authority of South Africa (ICASA) has announced the opening of applications for Community Sound Broadcasting Service licences, alongside associated Radio Frequency Spectrum licences, through the publication of an Invitation to Pre-Register (ITP-R). According to a press statement released on the official website of the authority, this initiative is part of ICASA’s ongoing commitment to expand community broadcasting opportunities and strengthen the sector's role in fostering access to information and community engagement.

The ITP-R outlines the requirements for applying for licences and is guided by regulations accessible via ICASA’s official website. This process follows the 2022/2023 application period, during which ICASA received 105 applications but awarded licences to only five successful applicants between July and August 2023.

Recognizing the relatively low number of licences issued during the last application cycle, ICASA said it is determined to ensure that more qualifying communities are granted community broadcasting licences in this round. Chairperson of the Committee on Community Broadcasting Services, Cllr Ntombiza Sithole, encouraged applicants to thoroughly review the ITP-R requirements and utilize the comprehensive guide provided. The guide includes key considerations, "Dos and Don’ts," and Frequently Asked Questions (FAQs) to help improve the quality of submissions and enhance the chances of success.

Cllr Sithole highlighted the vital role community broadcasters play in society, stating, “Community broadcasting licensees provide a critical platform for communities to express their views, access information, and stay informed about current affairs at a local level. They serve as an important bridge towards knowledge and information.”

To further support prospective applicants, ICASA plans to host a series of virtual and provincial outreach workshops. These sessions will provide clarity on the application requirements and guide applicants in complying with the ITP-R. The dates for these workshops will be announced soon.
