Uganda signs operational license agreement with Starlink

The Ministry of ICT & National Guidance has announced the signing of an operational license agreement between the Uganda Communications Commission and Starlink, paving the way for the commencement of satellite internet services in Uganda.

According to the Ministry, the agreement marks a significant development in Uganda’s digital transformation efforts and follows guidance from Yoweri Museveni, who welcomed Starlink’s commitment to complying with Uganda’s regulatory and legal requirements.

Officials stated that the partnership aligns with government objectives to strengthen connectivity while ensuring security, accountability and revenue assurance within the telecommunications sector.

The signing ceremony was witnessed by Permanent Secretary Aminah Zawedde, U.S Ambassador to Uganda, William Popp, Uganda’s Ambassador to the USA, Robie Kakonge and the Senior Director at SpaceX, Ryan D. Goodnight.

Government officials noted that the introduction of satellite internet services is expected to support broader efforts to expand connectivity, improve digital access and strengthen Uganda’s telecommunications infrastructure.

The Ministry reaffirmed its commitment to creating an environment that supports technological innovation while maintaining strong regulatory oversight for the benefit of citizens and businesses across the country.
