Kenya and European Union advance digital partnership, near finalisation of data adequacy agreement

Kenya has intensified its digital cooperation with the European Union, with both sides reporting significant progress toward a Data Adequacy Decision expected to strengthen cross-border digital trade and investment flows.

The discussions took place in Brussels during high-level engagements led by Kenyan President William Samoei Ruto, alongside officials from the State Department for ICT and Digital Economy, including Principal Secretary John Kipchumba Tanui.

The talks also involved senior representatives from the European Union, including Executive Vice-President Henna Virkkunen and officials from the European Commission’s Directorate-General for Communications Networks, Content and Technology.

According to Kenyan officials, the EU–Kenya Data Adequacy Decision is now at its final stages, with only a few outstanding technical elements remaining before formal completion. Once approved, the agreement will allow seamless and trusted transfer of personal and commercial data between Kenya and EU member states.

Authorities noted that the arrangement is expected to reduce compliance costs, facilitate digital trade, and expand opportunities for Kenya’s rapidly growing digital economy, including sectors such as business process outsourcing, artificial intelligence, cloud computing, fintech, and digital services.

Kenya also highlighted ongoing domestic reforms aimed at supporting the agreement, including expansion of the national digital superhighway, rollout of digital hubs, implementation of the national BPO and IT-enabled services strategy, and strengthening of cybersecurity and data protection frameworks.

On the European side, new financial commitments were announced to support Kenya’s digital transformation agenda, including €10 million for the Digital Transformation Centre, €12 million for digitisation of land governance systems under ArdhiSasa, and €15 million in grant financing linked to broader infrastructure development.

Officials described Kenya as a leading digital economy in Africa, citing its ranking as a top global outsourcing destination and its expanding role in artificial intelligence and innovation ecosystems. Both parties reaffirmed their commitment to deepening cooperation under Kenya’s national digital and AI strategies.
