Senegal has taken a
significant step toward establishing a coordinated framework for public sector
data governance following a high-level workshop convened by the Ministry of
Communication, Telecommunications and Digital Affairs in partnership with the Digital
Impact Alliance (DIAL) and in collaboration with the National Agency of
Statistics and Demography (ANSD).
The workshop, held in Dakar
on June 2, was chaired by the Secretary General of the Ministry, Serigne Bamba
Sy, and brought together key public sector stakeholders to discuss strategies
for improving the governance, interoperability and sharing of public data.
Participants emphasized the
growing importance of data as a strategic resource for improving public policy
formulation, enhancing the effectiveness of government services and supporting
the development of high-value digital solutions for citizens and businesses.
Officials noted that while
significant progress has been made in the management and use of public data,
the ecosystem remains fragmented, with institutions often operating parallel
systems and data-sharing mechanisms requiring further consolidation.
The discussions highlighted
several existing foundations that support Senegal’s digital transformation
agenda, including the National Interoperability Framework, the national data
exchange platform, statistical initiatives led by ANSD, cybersecurity mechanisms
supported by the Directorate for Information Systems Security, personal data
protection frameworks, and sovereign digital infrastructure operated by Sénégal
Numérique.
The workshop focused on
aligning these initiatives within a national framework that promotes data
quality, interoperability and trusted data sharing across government
institutions.
According to participants,
the initiative forms part of Senegal’s broader New Deal for Technology strategy
and represents the first coordinated platform bringing together stakeholders
involved in the production, collection, management, regulation, sharing and use
of public data.
Officials said the effort
aims to transform data into a key driver of state modernization, improved
public service delivery and value creation for citizens, while reinforcing the
role of data as a critical pillar of the country’s digital transformation agenda.
