Mozambique advances National AI Strategy consultations with Vodacom

Mozambique has stepped up consultations on its proposed National Strategy for Artificial Intelligence following an engagement between the National Institute of Information and Communication Technologies (INTIC) and Vodacom Mozambique.

The meeting was held on Wednesday, August 12, 2026, at Vodacom Mozambique’s premises and was led by INTIC Chairman of the Board, Prof. Dr. Eng. Lourino Chemane. The engagement also provided an opportunity for Chemane to welcome Vodacom Mozambique’s new CEO, Salimo Abdula, and discuss opportunities to strengthen cooperation between the two institutions.

During the meeting, INTIC presented key elements of the proposed National Strategy for Artificial Intelligence, which is being developed to guide the ethical, inclusive and sustainable adoption of AI within Mozambique’s digital ecosystem.

The strategy is intended to provide a framework for the development and use of artificial intelligence while addressing issues including responsible innovation, inclusion and the long-term sustainability of AI applications in the country.

Vodacom Mozambique expressed its willingness to contribute to the strategy development process and submit its recommendations and conclusions, reflecting the role of the private sector in shaping national digital policies.

The engagement forms part of an ongoing consultation and sectoral harmonisation process led by the Ministry of Communications and Digital Transformation through INTIC, with support from UNESCO and other bilateral and multilateral development partners.

INTIC said the participation of private sector organisations and civil society is essential to developing a comprehensive strategy that reflects the needs and priorities of Mozambique.

Chemane also highlighted recent progress in Mozambique’s digital regulatory environment, including the approval by the Assembly of the Republic of the Cybersecurity Law and Cybercrime Law.

According to INTIC, the two laws strengthen the country’s capacity to prevent, respond to and sanction threats in the digital environment while improving the protection of critical infrastructure.

The institute is also working on additional regulatory and normative instruments aimed at implementing the new legal framework and addressing emerging challenges arising from rapid technological development.

The continued consultations are expected to contribute to the refinement of Mozambique’s National AI Strategy and strengthen cooperation between government and industry as the country develops its approach to artificial intelligence.
