Angola and Mozambique sign space and digital cooperation agreements to strengthen connectivity

Angola and Mozambique have signed two memorandums of understanding aimed at deepening bilateral cooperation in the space, communications, information and communication technology (ICT), and meteorology sectors.

The agreements were signed on Monday on the sidelines of the 5th National Communications Conference in Maputo, in a ceremony attended by Mozambique’s Minister of Communications and Digital Transformation, Américo Muchanga, and Angola’s Minister of Telecommunications, Information Technologies and Social Communication, Mário Oliveira.

The first memorandum focuses on cooperation in the space sector and establishes a framework for sharing knowledge, building technical capabilities, and promoting joint initiatives related to the use of space technologies for socio-economic development in both countries.

The second agreement covers the communications, ICT, information, and meteorology sectors. It provides for technical and institutional cooperation, the exchange of expertise, and the promotion of best practices in areas considered critical to digital transformation and the modernization of public services.

The Angolan delegation included senior government and industry representatives, among them the Director of the Minister’s Office, Laldemira Nambala; Director of Exchange at MINTTICS, Gisela Inácio; Director General of GGPEN, Zolana João; and the Chief Executive Officer of INACOM, Joaquim Muhongo.

The cooperation initiative coincides with ongoing efforts by Angola’s National Space Program Management Office (GGPEN) and Mozambique’s National Communications Institute (INCM) to deploy connectivity solutions supported by the ANGOSAT-2 satellite.

As part of these efforts, the Boane Earth Station in Maputo Province has been technically integrated with the ANGOSAT-2 satellite and is currently receiving signals while operational tests are being conducted. Technical teams from both countries are working to complete the testing phase and facilitate the full activation of remote terminals.

Officials said the collaboration is expected to contribute to the expansion of connectivity services, greater digital inclusion, and the strengthening of Mozambique’s telecommunications ecosystem while enhancing regional cooperation in the use of space-based technologies.

The 5th National Communications Conference is taking place in Maputo from June 22 to 23, 2026, bringing together policymakers, regulators, industry stakeholders, and technology experts to discuss the future of communications and digital development in Mozambique.
