The Ministry of ICT and
National Guidance, through the Department of National Guidance, is conducting a
two-day Civic Awareness and Ideological Orientation Training for elected and
appointed leaders in Kakumiro District as part of efforts to strengthen civic
responsibility and support national development.
The training programme is
designed to equip leaders with civic knowledge, ideological values, and
governance principles intended to promote patriotism, unity, and community
transformation across the district.
Speaking at the event, Prime
Minister Robinah Nabbanja, who served as Guest of Honour, emphasized that
Uganda’s development agenda must be anchored in strong ideological foundations,
including patriotism, Pan-Africanism, democracy, and socio-economic transformation.
She urged leaders from the
Bunyoro Sub-region to actively promote peace and unity, encourage responsible
management of natural resources, mobilize communities for development
initiatives, and uphold integrity in public service delivery.
The Prime Minister stressed
that effective leadership plays a critical role in translating national
policies into tangible improvements in citizens’ lives, particularly at the
local government level.
In his remarks, Minister of
State for National Guidance Alioni Odria highlighted the government’s
commitment to strengthening digital capacity at the district level, announcing
the deployment of 100 computers to Kakumiro District to support digital transformation
and improve service delivery.
He noted that corruption
remains a major barrier to national progress, describing it as both a
governance and values-based challenge that undermines development efforts.
Odria called for renewed
commitment to patriotism and integrity among leaders and citizens, stressing
that prioritizing national interest over personal gain is essential to
advancing Uganda’s long-term development vision, including the country’s Vision
2040 agenda.
The ministry stated that the
training forms part of broader efforts to enhance civic education, strengthen
ideological clarity among leaders, and promote effective governance practices
that support sustainable development across Uganda.
