Kenya ICT Minister announces creator economy partnership to connect youth to global digital markets

Kenya’s Cabinet Secretary for Information, Communications and the Digital Economy, William Kabogo Gitau, has announced a new partnership aimed at expanding opportunities for young Kenyan creators by connecting them to global digital markets, including China’s more than one billion internet users.

The partnership, signed in Beijing under the framework of the Kenya-China Memorandum of Understanding, brings together Wapi Pay PTE LTD and Volcano Engine, the cloud and artificial intelligence arm of ByteDance, the company behind TikTok.

The collaboration will see the creator platform Tazama established in Kenya, providing young creators with access to artificial intelligence tools, localisation support and digital payment systems to help them monetise their content and reach audiences in China and other international markets.

Speaking after witnessing the signing ceremony, Hon. Kabogo said the initiative represents a significant opportunity for Kenya’s youth to participate in the growing global creator economy while promoting African stories, culture and innovation.

He noted that the partnership will also support cultural exchange by enabling African music, stories and creative content to reach Chinese audiences, while showcasing Kenya’s tourism, heritage and destinations to a global audience.

The Minister said the platform will support African language content development, beginning with Kiswahili, to ensure that local voices and narratives can reach international audiences while preserving cultural identity.

Volcano Engine, which provides cloud and AI services, has a significant presence in China’s digital ecosystem, and the partnership is expected to leverage its technology capabilities to support Kenyan creators and digital entrepreneurs.

Hon. Kabogo said the initiative aligns with the government’s broader digital transformation agenda and commitment to creating new pathways for youth employment through technology, innovation and digital skills development.

“The future of work for our youth is digital,” he said, adding that the Ministry will continue to build partnerships and create an enabling environment to expand access to digital opportunities.

The partnership comes as Kenya positions itself as a regional digital hub and seeks to strengthen links between its growing creative economy and global technology markets.
