The 53rd
session of Intersputnik's Board and 28th Operations Committee meeting concluded
with significant resolutions to shape the future of international space
communications, marking a pivotal moment for the 25-member organization. Hosted
by Laos' Ministry of Technology and Communications, the high-level gathering
saw leadership transitions and strategic partnerships that will influence
satellite connectivity across emerging markets.
The assembly
witnessed the election of Laos' Deputy Minister of Technology and
Communications, Mr. Xayluxa Insisiengmay, as new Board Chairperson, succeeding
Cuba's Deputy Minister Ana Julia Marine López. In a show of organizational
continuity, Ms. Ksenia Drozdova secured reappointment as Intersputnik's
Director General for another term.
ITU
Telecommunication Development Bureau Director Dr. Cosmas Zavazava set the
collaborative tone in his keynote address, emphasizing strengthened ties
between Intersputnik and ITU in capacity development. The session yielded
critical approvals including the 2029 Development Strategy and 2024 performance
assessments, while advancing youth empowerment initiatives for member states'
emerging space professionals.

A highlight
emerged with the signing of a landmark Memorandum of Understanding between
Intersputnik and the Asia-Pacific Space Cooperation Organization (APSCO),
formalized by Director General Drozdova and APSCO Secretary-General Dr. Jiang
Hui. This agreement expands Intersputnik's footprint in the strategically
important Asia-Pacific region.
The Operations
Committee, led by Chairperson Evgeny Buydinov of RSCC, conducted rigorous
financial reviews, approving the 2024 Finance Plan fulfillment report and
Auditing Commission findings. Notably, the session drew influential observers
including Regional African Satellite Communications Organization (RASCOM)
Director General Timothy Ashong, whose participation signals growing African
engagement with global satellite consortia.
"This
session marks our evolution from a regional operator to a global connectivity
enabler," stated Director General Drozdova. "With
our new Asia-Pacific partnership and reinforced African dialogue through
observers like RASCOM, we're building bridges across the Global South's digital
divide."
The Laos
meetings underscore Intersputnik's strategic pivot toward multilateral
cooperation in an increasingly competitive satellite communications landscape.
As the organization prepares to implement its 2029 roadmap, the involvement of
key players like RASCOM suggests expanding opportunities for technology
transfer and infrastructure development in underserved markets.
