The
Ministry of ICT and Innovation in Rwanda has hosted a delegation from
Georgetown University’s Initiative on Innovation, Development and Evaluation
(gui2de) for discussions aimed at strengthening data-driven governance and
evidence-based policymaking in the country.
The
engagement brought together Professor Andrew Zeitlin and Whitney Tate from
gui2de, and focused on how data and emerging technologies can enhance national
planning processes, improve decision-making at all levels of government, and
support more rigorous policy evaluation and impact assessment.

Discussions
also examined the role of digital tools in driving innovation in public policy
design and delivery, as well as building institutional capacity to ensure that
governance systems are informed by reliable data and continuous evidence
generation.
According
to the Ministry, the collaboration reflects Rwanda’s broader ambition to
position itself as a technology-driven economy, with a governance model
anchored in data, technology, and measurable outcomes. Officials emphasized
that modern governance requires systems that are continuously tested against
empirical evidence to improve efficiency and effectiveness.

The
Ministry further indicated that the engagement marks the beginning of potential
collaboration between Rwanda and Georgetown University’s research initiative,
with the aim of translating the discussions into practical programs that
support national development priorities.
