Security Administration (INSA) has held a national consultative forum with
executives and key officials from institutions managing critical infrastructure
to discuss implementation of Ethiopia’s Critical Infrastructure Cybersecurity
Proclamation No. 1426/2026 and a newly prepared Designation Standard.
The forum focused on
strengthening coordination between INSA and critical infrastructure operators
to establish effective cybersecurity protection measures and safeguard the
continuity of essential national services.
Opening the forum, INSA
Deputy Director General Daniel Guta said standard-based identification and
designation of critical infrastructure institutions is the primary and
foundational step toward bringing the proclamation into full operational
effect.
He said protecting critical
assets is fundamental to securing Ethiopia’s digital transformation journey,
defending national sovereignty and strengthening state resilience against cyber
threats.
The workshop featured
technical briefings on the core provisions of the Critical Infrastructure
Cybersecurity Proclamation and a detailed presentation of the Critical
Infrastructure and Sector Designation Standard.
The sessions outlined a
risk-based methodology, objective evaluation criteria, essentiality metrics and
dependency assessments intended to classify institutions and prioritise
cybersecurity protection efforts.
Deliberations also focused
on strengthening institutional synergies, joint coordination frameworks and
operational partnerships between INSA and critical infrastructure operators to
ensure effective implementation of the standard and proclamation.
Participating stakeholders
reaffirmed their commitment to working closely with INSA to strengthen the
protection of critical infrastructure and ensure the continuity of essential
services across Ethiopia.
